Georgia backflow freeze protection requirements

Georgia backflow freeze protection requirements are written for short, hard freezes: a clear night in the 20s after a week of rain, with assemblies still full of water. The state code follows the IPC. The counties write the installation standards, and Gwinnett's, updated in 2023, is the one to read first.

The state layer

Georgia adopted the 2024 International Plumbing Code with Georgia amendments effective January 1, 2026. Two provisions matter: outdoor enclosures for backflow prevention devices must comply with ASSE 1060 (§608.15.1), and backflow preventers in areas subject to freezing must be removable by unions or protected from freezing by heat, insulation or both (§608.15.2). The 2024 edition also adds §608.15.3, requiring 12 inches of clearance below the assembly and a platform above five feet. Georgia EPD's Rules for Safe Drinking Water (391-3-5-.13) require each water system to run its own cross-connection control program, test assemblies annually, and, in paragraph (13), prohibit reduced pressure assemblies in any location subject to flooding, including pits or vaults without a gravity drain that can exceed the relief valve's discharge.

What the counties add

Gwinnett County's Policy and Procedures for Backflow Prevention and Cross-Connection Control (April 2023) makes its standard details mandatory. Details BP-3 (¾" to 2") and BP-4 (3" and 4") state that the reduced pressure assembly "shall be installed in an above ground, heated and insulated enclosure certified to the most recent ASSE Standard 1060 Class I," on a 4-inch concrete slab, with the enclosure "designed to drain a larger quantity of water than the RPZ can discharge." Detail BP-2 puts ¾" to 2" double check assemblies in a below-grade box beside the meter box. Anything that departs from the details needs a variance from the Department of Water Resources.

The county's older 2007 manual, still posted online, used softer language ("a structure that allows positive drainage, has freeze protection") and suggested Hot Box and Hydrocowl enclosures by name. The 2023 policy replaced it. If a customer is reading the 2007 manual, they are reading the wrong document.

What this means for a cover

  • Containment RPs in Gwinnett: the standard is a heated, insulated ASSE 1060 Class I enclosure. An insulated cover does not meet that detail; do not quote one without a written variance.
  • DC and DCV assemblies in Gwinnett: the standard detail is a below-grade box at the meter, so there is usually nothing above ground to cover. See DCV covers for the ones that are.
  • Assemblies outside the containment detail (property-side irrigation and secondary assemblies) fall back to the state code, where heat, insulation, or both are named methods. See RP covers.
  • Other Georgia systems: most follow the state code and their own details; ask before quoting. Fire service DCDAs answer to the fire marshal and the water system both.

Market notes

Metro Atlanta is one of the largest irrigation markets in the Southeast, and most of it is on DC or RP assemblies above grade at the meter. Plumbing distribution houses see the commercial RPs and DCDAs; irrigation supply sees the ¾" and 1" DCs by the pallet. Both order through the distributor program.

Common questions

Does Gwinnett County allow an insulated cover on an RP?
Not on a containment RP. The county's 2023 standard details require an above-ground, heated and insulated enclosure certified to ASSE 1060 Class I, on a concrete slab, that drains more than the relief valve can discharge. A different design needs a variance from the Department of Water Resources.
Can a DC go in the meter box in Georgia?
In Gwinnett, the standard detail for ¾" to 2" double check assemblies is a separate below-grade box next to the county meter box. Reduced pressure assemblies cannot go in any pit or vault without a gravity drain that exceeds the relief valve's discharge; that is a statewide EPD rule (391-3-5-.13(13)).
Does an insulated cover satisfy this requirement?
That is the authority having jurisdiction's call, not ours and not your supply house's. Where a rule says freeze protection by insulation, heat, or both, an insulated cover is one of the named methods. Where a utility specifies an ASSE 1060 heated enclosure, it is not. Ask before you quote, and keep the answer in the job file.
